all of the workmanship has been done by a skilled silversmith.

The handles of these delightful little spoons were the product of a
single workman who would take thin sheets of silver and then cutout the
names as instructed.
This is a skilled activity and takes a lot of practice to get it right.
The bowl and handles were made by machine and the person who did the
cutout work would also do the final assembly.
In many cases these would be made at a county fair or similar type
event.
